It's legal to run a tractor on a four lane road - just not on an interstate. That picture shows it's just a limited access four lane. :~)

We run our tractors all the time on the four lane's here even the state and the county will run their equipment on them all the time.

218 is not an interstate highway. IMHO tractors and other ag equipment are legal to drive on it and any other 2 or 4 lane paved highway/road/etc as long as it's not part of the interstate highway system. Maybe the guy didn't have a "wide load" banner or SMV sign on the equipment.

Maybe not a farmer but contractor and in this area fall under a differant set of laws to mover equipment.

No SMV and probably no flashing lights on the back of the implements (scrapers?) SMV's and flashing lights would be a real pain to keep maintained on equipment like that but the law's the law. In Idaho farm equipment can be driven on I15. We used to see tractors pulling big balers on it all the time. We drove combines up I15 from Blackfoot to Hamer, maybe 80 or 90 miles because we could cruise right past the Sage Junction scale. If we trucked them we would have had to stop at the scale and have our oversized loads gone over with a fine toothed comb. In that neck of the woods there was almost no alternate route. Jim

That road is not a limited road and farm stuff can run on it legally but you better have lites and a SMV sign on any road in IOWA.

They may have run a stop sign entering the Hwy or crossing the median.

Many years ago I watcheda Deputy Sheriff pull over a neighbor after he ran a stop sign on a gravel road with a corn picker and wagon. The neighbor drove a ways before he stopped.

Yeah, it's a cross road. I see a street/road sign on the right. A limited access highway is a highway with access only at specific intervals. They're set up so you can't put in an entrance every 25 feet. Provides better traffic flow. Frontage roads handle the side traffic, then connect to the main highway every quarter mile or so, depending on how the laws are written. Also called a controlled access highway. A big road for my neck of the woods. . .
