Case IH 885 Fuel Vacuum Problems

I have an '89 Case 885 cab tractor with dual fuel tanks. This weekend I was traveling from one field to the next and it started to die just if it was running out of fuel. I crutched it along to the field and it died. I checked and had 2 full tanks of fuel. When I checked the filters they were empty. I replaced the filters and loosened the fuel filter drains and slowly the fuel started coming out. I got the tractor started again and was running sluggish as before. But this time I loosened the fuel filter drains and I could hear it pulling a vacuum and no fuel. I think I have fuel line clogged but is there anything else it could be?
 

Sounds like it has to be blocked. You will need to open it at the filter inlet then work back opening it wherever you can until you get to where it doesn't run out be sure that each place that you open it that it is running strong for at least 30 seconds. A few years ago I had one that plugged where the return tees in. It was barely dripping but it would refill the lines and filters in 15 minutes.
 
Find the tank INLET it is probably clogged. Some use a vented cap and other uses a hose off the left tank run up with a crook. This hose gets clogged and fuel will not flow OUT of the tank.
 
I have found the vents on top of both tanks. They seem to be open but I will check them again. I placed a small hose on each vent tube with a bend so it would help keep debree out and try to stop the fuel from sloshing out at times.

most likely the fuel tank outlets are clogged.
You can take the fuel line off at the inlet at the first filter and blow air back into the tank. This is a short term fix and the junk will return to clog the outlets.
