IH 560 fuel

I recently purchased a 560 wheatland and have been working on the fuel system. I removed the tank to clean and in doing so removed lines. My question is about the return line at the bottom of the tank. When I was cleaning the elbow assembly on the return line, I took out the set screw and a spring fell out and possibly a small ball or a it might have been a chunk of dirt, not for sure. When I went to a dealer the cost for it was high and the mechanic said I did not need it. Was he correct? Was there no ball with the spring and set screw? Your help would be appreciated. Thanks!!!!!!
 
Will work fine without it. The check ball and spring were used to keep tank from draining with return line removed at pump if needed for service. Also held a slight housing pressure in pump. Just make sure it is open, if plugged or restricted pump will shut down when housing pressure rises.
