Ford 8N position control issues

I recently bought a '48 ford 8n. When I put the position/draft control lever into the vertical position to set it in position control, the implement lifts off of the ground. It will do this regardless if the touch control is lifted or lowered. Is there some sort of calibration that I need to do to get the position control in a usable position for a brush hog? It is a foot and a half off of the ground when the touch control is fully lowered and the position control is on. Any help is much appreciated!
 
That is too high, it should only be 4-6" off the ground.
