Ford 8n position control problem

I recently bought a '48 ford 8n. When I put the position/draft control lever into the vertical position to set it in position control, the implement lifts off of the ground. It will do this regardless if the draft control is lifted or lowered. Is there some sort of calibration that I need to do to get the position control in a usable position for a brush hog? There must be something I am missing
 
How far does it lift off the ground?
If it's just a few inches, that would be normal.
They don't lower all the way down in Position Control.
That certainly shouldn't make it unusable for a brush hog.
If it lifts all the way up, that's a different problem.
If you ask this question over on the YT 9N/2N/8N forum you will
get more specific information on all things "N".
They are a bit picky though. That lever you use to raise and
lower it is called a Touch Control lever. ;)
A forum member who frequents there named Zane sells a jig for
adjusting the 8N top cover hydraulics. Complete with instructions.
Makes it pretty easy.
