I think the support for the PTO flywheel and the lifting rod might be bent. If you look at the photo you can see that the belt is running crooked and putting the shaft in misalignment. I don't see any cracks in the paint that would be evident of a bend but what do you guys think?
 
Never had a mower like that one. Had a 80R AC. but
are almost the same. There should be a way to adjust
the lead or lag, of the sickle bar. It should be
slightly ahead of 90 deg. Then the belt will be
closer aligned. Vic
 
Something looks out of whack on the top side. Anything you can loosen up and pull up straighter? Been a long time since I was around an IH Balanced head mower but I know the pulleys lined up straighter than that. They are really good lowers
 
I would get a long straight edge and put it on the back of the cutter bar pulley and aim it to the PTO pullery. Should line up within a quarter inch or less. That will give you an idea of where to look for what is bent. Somebody could have backed the bar into something and bent that long frame a little bit forward.
 
Looks real good & bent. The output shaft to the hay conditioner isn't supposed to be pointing toward the hitch plate. The one on mine was broke & welded by the hinge clamp. I would assume it happens when one traverses a deep ditch & the PTO shaft jams into the pedestal.

Looks like someone went thru a ditch with it and the pto shaft pushed it all back. If you look under the belt adjusting bolts that is where it is bent. Then figure out a way to get more travel in the pto shaft as it looks it's as short as it can go now.Jim
 
I would check the breakaway mechanism, I assume it has one, that
allows the bar to fold backwards if you hit a fence post (for
example). Sometimes you can snap them too far back, when you
back up to close the breakaway.
