International 674 Diesel

I have an International 674 diesel tractor with the following problem: The throttle does not work. Engine will crank and run at a constant 1500 rpm. The throttle linkage works and moves the throttle shaft going into the fuel injection pump. It seems that something is broken or a valve is stuck within the pump. I would appreciate any advice or suggestions from anyone who has experienced this type of problem. Thanks.
 
Going from memory here....Does your tractor have the cold start assist, the t shaped handle in the center of the dash upright? Could be it is not in the run position.
 
It does have the T-handle (stop, start, run) in the middle of the panel below the steering column. Interestingly if you move this lever from run back down toward start the engine will decelerate some. Move it back to run and it goes back to 1500rpm. This linkage connects to a different lever at the pump versus the throttle lever.

Also check that the STOP/START/RUN cable is pushing the lever on the side of the pump all the way forward until the lever hits the power screw adjustment stop.

Has tractor not run for awhile? Sounds like the throttle valve is stuck inside, and throttle shaft pin is broken that controls valve rotation. If you are lucky a complete clean and reseal will fix it, but parts are getting hard to find for Bosch VA model pumps.
 
I share the same line of thought as to what is wrong. I have very little experience with this type of pump. Do you have any advice on how to open this unit up for inspection and repair? Thanks for your help.
 
Unless one has been to training school and had hands on instruction I would not tear it apart, since most parts are no longer available. It may be repairable now, but if anything else gets broken by accident another pump will be needed. Recently had one that ran, but just leaked. Could have saved it, but owner had broken some parts inside. He had to find another pump, and no longer had a rebuilable core.
