checking engine speed on a diesel

I just got a John Deere 850 and the tach is marked 500, 1000, 1500, 2000, and 2500 rpms with a little mark at about 2250 that says that's where the PTO is running at 540. My concern is I can't get the tach to indicate above 2000--not even a little. The tach seems stable and predictable in movement not like it's loose or broken. The engine sounds like it's running kinda fast to me though I'm not a diesel expert. So I'm wondering if the tach is right and the engine isn't reving up enough or if the tach is wrong. Being a diesel I'm not sure how I can test the tach or check the engine rpms. Any ideas?
 
I have an old Starrett revolution counter that I can put in the PTO center that is very accurate. Where I used to work we had adjustable strobe lights for looking at rotating machinery. That would work great if you can see the dampener pulley when it's running.
 
Photo tach's are used in most repair shops. I have a couple. You can read most any rotating shaft, pulley, flywheel that is accessible. Mine requires a small reflective tape stuck to pulley but the really spendy ones don't even need that.
 
Perhaps you can borrow a vibratory tach.

I used one to set the governor on my Diesel welder/generator.
