I've been told that is a $1,000 fine in AZ. Don't know if it's true or not. The usual offenders are the illegals that don't pay any attention to the laws anyway because they are already illegal. I've seen them lose cartons of nails on the freeway - somehow we made it through without a flat, but a lot of vehicles had to pull off with punctured tires.
 
Bet he "lives just down the road." Thats the terrible excuse people use to give my dad at the auction yard where he worked-loaded the stuff onto their trailer, truck, etc. and he'd try to tell them they should tie-chain down better.
Once he seen where one of those "just down the roaders" lost their load some 5 miles from where they bought it.
 
There was a guy in my hometown that only runs 1 chain through the 2 loops on the rear of the bobcat and the chain is usually so loose it"s laying on the trailer.

More obvious than that...

Nothing's chained down. The bobcat has one strap thrown over the loader arms but that's it. Jackhammer's just laying on the bed and so is the bit box.
 
This CaseIH was tied down slightly better.
It had a ratchet strap on front and rear when it pulled in.
I don't know how people can take that kind of risk.

BIL did that with my skidloader once and it was only once. After I watched him put 3 tie-downs on his '44 "B" a few days earlier and they wonder why I don't offer them any more machinery and other things.
 
That guy hauls out of our yard on Haul Rd. I'm thinking 33-Frank Rd. Wonder how many other Columbus folks read here daily? LOL
 
I just saw a guy here hauling his brand new KX-91 Kubota mini excavator home in his dump trailer. Home from the dealer is about 100 miles. He said it won't move out of the trailer. I do know it needs to be tied down. He lost his Cat 247 compact track loader and 305 excavator last year in a divorce. The guy that bought them from the others ex wife said neither had been greased much. Everything loose as a goose.
Now if a guy like that takes short cuts on his own things, would you hire him for excavation work? I know I wouldn't want him taking short cuts on my project!

Let's not gloss over the weight distribution. I'd wager that trailer is tail heavy and likely to get to waggin' pretty bad going down the road. The hitch on the truck is either a ball below a separate pintle hook, or it's a combination ball and hook. If it's the combo, then the driver has some serious problems.
