Likely, there"s two wires... power and ground. If the ground is not broken, and you apply battery voltage to the other wire, clutch should pull in.

If it then gets hot or draws much over 5, maybe 7.5 Amps, the coil is shorted.
 
The procedure is to use your multimeter and test the resistance (ohms) across the two leads of the mag coil. They will usually be 5-20ohms. 0 or OL are both signs you have a problem. Polarity is a non issue in a mag clutch. They need a pos and neg to operate. Make sure all 12V is making it to the load. That means testing for that voltage WHILE it is on. Vdrop is a function of current.
