Summer cover crop question.

I have a customer that I rototill a garden for, he plants half veggies, and wants me to plant a cover crop now, on other half, I was thinking annual ryegrass, buckwheat, peas, beans, or winter rye. he asked about alfalfa, or winter wheat? Any ideas as to what I should plant for him! Or just do what he recommended? Thanks,,,J
 
Oats is cheap, a red clover mixed in will fix some n if left until fall. Depends on the goal.

Grain Rye will prevent some weed types from sprouting, might affect some garden crops tho if he wants to plant something in it this summer.
