John Deere b clutch issue

Hello. I'm restoring our 40 John Deere b and got crank in she oils is set and timed good. I worked on clutch today and the outer ring is spinning really hard and when u turn fly wheel it turns hard with it. I tried adjusting clutch nuts but no help. Anyone got any idea I'd really appreciate help as I'm a farmall guy thank you
 
Sometimes the clutch material falls apart, jams the pieces together, and keeps the clutch engaged. Take a look at the separate inner and outer clutch material.
 
when i slid the clutch on the crankshaft and pushed it into place it felt like it was almost rubbing on the other clutch cover that is bolted to that big houseing. its not spinning freely like it should and turns way to hard, it is disingaging i know that and had hole thing apart to clean it all
