190xt 3 point won't go down

I purchased a nice 190xt (SN #13415) with a loader from a dealer. While checking it out the lift arms went down. I had the dealer flush the hydraulic system (it had water in it--very white) and put new fluid and a filter on. After the tractor was delivered, I checked the arms and they won"t go down now. Pulling back on the lever will strain the motor as if the pump is doing its job. I called the dealer back (he is 150 miles from my home) and he said they went down after flushing the system. He said to check the traction booster valve, but the spindle is sticking out and is not stuck--it moves freely. The spindle for the valve for the arms also moves freely and all the linkage appears to work fine. What else would be the problem? Any advice would be appreciated.

Put some weight on the three point. The cylinders are one way cylinders and depend on the hitch weight to go down. They can get stuck quite easily.
 
Make sure you play with both the traction control lever, and the 3 point lever. On ours, years ago, they would hang up at times, and if you messed with both levers, the 3point would start working again. We used the 3 point pretty regular, and it would still hang up at times. That was on a 190 XT series 3.
 
I have jumped on them repeatedly with no movement at all. I can't hook up an implement, but I have another tractor with a loader; I may somehow try resting it on them to see if they will budge with that weight. It is odd, though that they went down by themselves one day and the next day after delivery they won't.
 
Check the return hose. A friend of mine had the same problem. you can check by loosening the fitting at the valve end first. If it goes down it is not the hose. If it doesn'tgo down loosen the cylinder end.
