Sprocket ratio

This sounds simple,but I want to make sure it's right. Will a 20 tooth drive and a 28 tooth driven give the same speed as a 10 tooth drive and a 14 tooth driven?
 
A 10 tooth chain sprocket will create some chain vibrations, 13 tooth or greater sprockets let the chain to run smoother.

A 15/21 tooth sprocket combination would run smoother than a 10/14 combination. Same .714 ratio.
 
Thanks. I don't know if I've had a stroke or just too much stress this spring. My mind don't work for nuthin!
 
The ratio is the same, so the speed change will be the same. Larger sprockets will carry more horsepower, but chain speed is higher for a given rpm. Kind of a trade-off, with out knowing the sspped and horsepower involved it's hard to recommend on set over the other, space available is a factor too.
