Ford 4000 PTO not stopping when disengaged

I have a post 1968 Ford 4000. The Pto continues to turn when disengaged. I suspect a problem with the PTO brake system. Are there any known problems that are likely to be repaired without splitting the tractor to get at the assembly. I obviously don"t want to do that unless I have to.
 
I worked on a 1967 4000 with the same problem. I was able to fix it through the top (with the lid off!) It turned out the owner had fitted an implement with too long of a power shaft and then let the implement down , thus forcing the PTO shaft into the tractor and 'cupping' the thrust washer in the power/clutch pack. this did not allow the plates to seperate so the shaft was locked all the time, even when the engine was stopped. If the shaft can be turned by hand with the engine stopped ....then it is most likely a brake issue.

If it's a later model 4000 it must have Independent PTO. The old 4 cyl '60's vintage just used a sliding splined coupling. I had a couple.

A independent would make more sense with our problem having the brake shoes worn out.

Wedge a 2x4 into the 3 point linkage and pry against the pto shaft to see if the pro is actually engaged or if it is just the pto brake that has failed. If it is the brake then you would have a similar situation to what hundreds of those tractors have and you just need to shut the tractor off to hook up an implement.
If the pto will shred the wood when you pry on it then you likely have a problem with the hydraulic valve which is under the top cover or it could be a couple of other things.
But check with a 2x4 first as you might be worrying about a small problem and can leave it alone.
 
I've done the 2x4 thing and it is definitly disengaging, just won't stop turning, so that leads me to the brake. I understand that this has been an inherant problem with this tractor. Also, it has the 8 speed tranny. My main issue is trhat I run a Farme logging winch on it a lot and when the 3 point is all the way up the drive shaft is constantly turning with the universals at a very abrupt angle. Just wondering if there is anything I can try short of splitting the tractor.I've also heard that it doesn't pay to fix it because the repair won't last. Any opinions would be appreciated.
