just welded pipe to manifold on my SMTA

If you have a tap I would chase out the old threads and go deeper and try to get some threads all the way around. After you get some threads maybe not real deep get a new piece of pipe with good threads and screw it in tight. Don't over tighten it because it will pull the threads. After you run it a little it will rust in place.

The threads might actually still be there. They are just full of carbon and rust. If you have a O/A torch, put the big brazing tip on, and then heat up that area of the manifold on the inside. You should be able to make at least some of that carbon go away. Then use a pipe tap.

You can't drill a hole smaller so the only options are to weld the pipe in or replace the exhaust manifold.
