We had a new water softner installed and my wife noticed the toilet bowl water was 2 inches or more lower than normal.The tank level is fine.The plumber said it had nothing to do with the water softner,it must be the wind.It's not windy today and there the same.Guess it doen't matter,but she says they are just harder to clean.
 
I have seen that happen in my toilet from time to time and what I find is the little tube that goes down the center upright tube has popped off and that make it so less water goes in the bowl. Mine does it when I have air in the lines so the air blows it off once in a while.
 
All the ones I've owned the water level is what raised the float to the level at which the valve shuts off the supply REGARDLESS if the water is soft or hard or whatever. HOWEVER Ive had valves lime or calcium up to where they failed to close as completely until the level was higher which increased the force on the shutoff mechanism eventually shutting them off although at a higher level then when all was new and clean....Id say valve lime or calcium or iron etc. deposits or lack thereof can change the level at which the valve completely closes. Once all is cleaned and the valve has deposits or they have been removed re adjust the float level so it shuts off where you like it n see how she performs.

I bet you nailed the problem Old. Air got into the lines when the softner was installed, then blew the hose off the standpipe.
 
Think about how a toilet is made.
The water level in the bowl is regulated by the height of the crook in the toilet where it starts down to the drain.
Air in the water line?
Sounds like a bunch of hot air blowing across this issue.
 
The water in my bowl is drawn down when the washing machine pumps the water out. Apparently there is a suction in the drain that draws it down.

You have a plumbing vent problems as the primary purpose of the vent is to prevent high volumes of water from pulling water out of the traps.
 

Young fella Old is correct. It is the little tube in the tank that tops off the bowl while the tank is refilling. It has to be putting water down the tube that it is supposed to be attached to.

to expand... it fills the trap and the bowl. I used to think it was wasting the water and took it out of the tube, wrong move. A kit I got to replace the guts in my old toilet had a filler tube that you could regulate the flow to not over or under fill the bowl in the time it took the tank to fill up. Why didn't someone think of that a long time ago?
