Can anyone identify this object? Looks to be some kind of latch.

Yes, I would agree with Greg - a ladder rung latch. It would have been on a wooden ladder and there would have been two, one on each side.

Looks like it is in good shape.

It's a yellow and brown ruler with the optional holes that allow it to be put in a 3 ring binder.

no fun putting that in a binder,if your a little kid you put that on the pointy end of your pencil and play airplane prop, [ until it comes off, hits the girl sitting across the aisle and you got sent to the office 3 days after the principal told you he wasnt going to see you in his office again] 2nd grade was hard nobody had a sense of humor like me,that was 50 years ago, today home security would probably be called along with swat because it qualified as a missile launch
