Farmall steel wheel question

Im gonna be switching my old f-14 from the rubber to steel wheels. I have a set laying around that have an outer ring bolted onto the actual wheel and goes just above the cleats. What are these called and used for??

They are usually called "road bands" and were used to operate the tractor on paved roads without tearing up the pavement. They also increased top speed a bit since they are larger in diameter than the original wheels.
