Deere 4420 slave cylinder rebuild

Rebuilding the brake slave cylinders on a 4420 combine. Have honed the cylinders. Have proper kit from Deere to rebuild - cups, piston, snap ring, spring, and based which fits into spring. Have double checked kit part number. Seems like the rubber cup hardly wants to move in the cylinder. New piston fits properly. How tight should the cup be in the cylinder???? Should I hone it some more?? Maybe smooth it up with scotch pad??? Maybe it should act that tight. Any ideas? Thanks.
 
Remember those big brake shoe return springs? That is what pushes them back in. They will work fine.
