As soon as the ground will carry. Oats is very tolerant of cold and frost. Around here we'll plant in march if we can get in the fields.

Anytime now, especially for pasture, bump the seeding rate up a little and get them in the ground. When I have planted them for forage I put them in mid February to mid March depending on field conditions.
 
As soon as you can get on the field and work it up. UP here that is usually April. I've also planted them as late as mid-june for fall grazing.
 
Yup. As soon as you can get out on the ground. Up here the Amish say that every day after May 15th you lose a bushel. Mind you we're on a north facing slope in clay.
