I am currently in the process of removing the timming gear case so i can change out the broken powr-trol pump shaft. My question is does the governor have to come off before i can pull the timing gear case off. the starter looks like it can stay in place. thanks for all the feedback in advance

I have the service manual and the parts manual and read though the powr-trol and timing gear cover sections was just look for some advice. sorry should of gave more details. Was just looking for a little extra information.
 
Governor case should be taken off and opened up for inspection. The weights have been known to wear through and fly off which results in a run away.
Pay particular attention to the cam idler gear, bearings and stub shaft. Any wear or play will eventually result in broken parts.
There is a service bulletin about drilling, taping and grub screwing the shaft if required.
