IH 986 PTO pressure problem

I just rebuilt my PTO in my 986 and when I put it back in and set the pressure it jumps up and down at least 50 pounds pretty fast. Does anyone know which spring or what is causeing this? The pump has no problem getting the pressure up to 300 psi at half throttle but at idle it only will stay up around 100 psi and still bounces up and down the 50 pounds. Any help will be appreciated!! sound like it is sucking air at the seal on the pick up . Is the pick up tube loose in the clamp???? did you replace the seal on the pick up tube?? Did you by chance replace the clutch drum ?? if you did did you install a new bushing in that drum??? Did you replace the teflon seal rings ??? is the housing worn where the seal rings ride . Are you setting the pressure with the hyd. fluid up to operating temp?? . And you only need around 260 lbs pressure .
 
How tight should the pick up tube need to be? Should I be able to blow or suck air through it and have a small amount leak around the seal? Cause it does. the pickup tube is bent a little by where the clamp hopld it tight. I replaced all the other seals in the pto and they held air pressure. There were no grooves by the tephlon rings, the tractor only has 4000 hours on it. Could that make the pressure fluctuate that much and fast? Thank You!!!
 
The tube MUST be held firm , if there is a flat spot where the clamp is then you must FIX it . That seal is not the best and also if the hyd. fluid level is low this does not help. when replacing the teflon seals first you must soften them on hot water and be careful how far you stretch them and once you have them in place then you MUST COMPRESS THEM and to do this i use a piston ring compressor and squeeze them back into shape and then you have to be vary careful when reinstalling them so you do not cut or rip them . Now back to FIXing the pick up tube , Myself i use a Craftsman deep well socket as it will just fit inside the tube and i drive it down the tube to get the collapsed ding pushed back out . . This has worked well for me . THen when you go to put the PTO unit back in the tractor you have to tip the nose up and not bang the pickup tube while your going in as this will damage what you just fixed . So ya get to pull this all back apart and try again.

That didn't fix it? Any other things you can think of? I pulled the control valve out and it looks OK, very little wear. Thanks
