First off make sure you have a good blue/white spark that jumps a 1/4 inch gap or more. Also since it has sat a long time put a table spoon of ATF in each cylinder. As for the carb adjustments the idle screw the one up close to the top set it as 1-1/2 turns out and leave it it only controls idle any how. The main jet set to 2 full turns out and give it a try. Also make sure the air cleaner is not clogged up and or even pull the air tube off so you can do a hand test at the air intake as in hold your hand over the car and spin it over and see if it tries to start
