Ford 600 govenor

I have a ford 600 with a ticking type noise that sounds like it is coming from the govenor what could it be. The tractor runs good at all speeds.
 
Slight chance it is the gov but more likely to be that the valves need to be set. If it is a light clicking sounds good chance the valves need to be set
 
I thought it might be the the lifters, I took all lifters off and the head and found nothing wrong. That is why I have narrowed it down to the govenor.
 
These tractor do not have hyd lifters the tappets have to be set with a feeler gauge and by looking you can not tell and you have to set them at the correct gap. About the only way it would be the gov is if the gov springs are weak and the gov weights are hitting the gov cover
