Farmall 656 NO PTO Oil Pressure

this began with pto always on, had clutch pack rebuilt.have controll now but no pressure at test port.can block with finger,removed again had pump inspected for ware and resealed assembly.still no pressure ,pto still shifts on and off.tryed to bind output shaft with wood no slippage found.iI expect with heavier load it with damage clutch again.dont have repair manual.adjusting the controll valve doesnt help. Any ideas would be appreciated.

About all I can say is there is no way you can shut
it off and on unless it builds at least 20 psi of
pressure. I could easily understand no pressure if
the pin in lower section of control valve broke as
they often do but you would not be able to turn it
off and on.

Thanks Pete ,it is possible there is low pressure it just will not lift the needle on my guage.I will try a lighter guage . It will push some oil past my finger when I block the line. the valve has had parts removed at one time. The guy that has been helping with this got parts to try to get the valve complete again. Is it possible the oil is getting by in there.
