Do gas lines deteriorate?

This is the golf cart I'm fixing. I had removed and cleaned inside the tank and soaked the carb in cleaner before starting it. I didn't clean the gas lines. The filter looks like crap but gas is getting through it fine. I started it and soon noticed gas pouring out a little tube on the side of the carb. I pulled the carb and I think the float valve is stuck open. There's trash--looks like rust--in the float bowl. I plan to get a new filter. I've removed and blown compressed air through the gas lines but I wonder if it is necessary to replace them. I'm working on a shoe string budget.
 
Yes, especially with modern (ethanol) gasoline.

How old is the golf cart?

If it is not designed for gasoline with ethanol, such gasoline will cause multiple issues.

Steel or copper, probably OK. Neoprene with ethanol gas, not so good. I have switched to marine gas(no ethanol) for my small engines and collector tractors. Hope it helps, had some problems in the past.
