Is This a Flourmill or a grain crusher or something else?

I just got this at an Auction, which it was sitting in a scrap pile for year and years so long a tree had ground around one of its four legs. Well pulling it out I broke one of the legs, so I am going to take it to be welded at our town's blacksmith shop. The thing I was wanting to know was Is This a Flourmill or a grain crusher or something else?, I think it's a flour mill, But not sure?

I beleive it is a flour mill it looks like one that is pictured in 150 years of International Harvester on page 155, It was made by Vessot...sales of the mills very disappointing and it was dropped it was designed to grind corn meal and other flours so where are you located
 
I took a look in thst book today and it dose look close to the one in the book. This one was made by J.F LEURY'S SONS and it was made in AURORA,ONT. I live in Manitoba
