What does it fit?

First is a heavy cast muffler cap. The ball is heavier than the cap so would be open all the time so it must be mounted at some weird angle other than level.

Second, is this cast piece I've decided must go with the cap.
It has a tab to mount the cap onto and it lines up. But what machine does this fit and how does it mount to be balanced to workers properly. I'm guessing an early gas or kerosene tractor but have no accurate idea.
