Removing Steering Wheel

I need help removing the steering wheel from my A/C WD-45. It is the pin type but is so old and rusty I can't get it out. I really don't want to drill the pin out but am at a loss. Has anyone else had this trouble? What method is left to get the pin out?
 
Soak with penetrating oil and be patient.It didn't rust in there overnight.If all else fails drill it out.

I purchased a large three arm puller a few years back and used it for this same issue on a different brand tractor. I paid more than I probably should have for it, but it has come in very handy. I put PB Blaster on mine and let it set over night as I had other things to do. Then the next day I heated it up with a torch and was able to drive the pin out with some punchs I have here. Then in order to remove the steering wheel I heated it back up and used my puller to remove it. Worked like a charm, hope yours is that easy.
