Where I live, the cops are told not to chase after ATVs or Motorcycles. Why use a tractor to get away when an ATV will work?

set the local Cops back a few steps.

The point is it's your responsibility not to let your horse run free. That's why you were advised you could be arrested. Arrests and law suits are about the only way left to get people to take responsibility for their actions anymore.

BTW- what damage could he do? I used to have a neighbor lady that couldn't keep her mini-stud in. That little so and so ran a fairly high dollar Arab mare through a fence and cost me a pretty penny. That's the type of damage he can do!
