Old Tractor tires

Had a 10.2x38 tire side wall on a Oliver 77 rip out and pop/tip the tube. While cleaning up the old tires around the farm, I found a matched set of used 13.6X38 tires which is the original size for the Oliver 77.

Will the inside of the used tire be to rough for the new tube?

Unless it has been damaged in some way I am sure it will be fine, if there is a hole in the casing you would need to put a boot or patch on it on the inside to protect the tube.

You should be just fine. Just to make sure wipe your hand around inside and feel for rough spots like thorns etc sticking out. You can also put in some baby powder inside the tire to help the tube be able to move freely
 
Were they sitting outside or something?

If they are truly "rough" the idea of using the old tubes as a liner should take care of you. Cut them up and glue into place to keep the liner from moving around while you mount the tire.
 
Don ckeck the inside real good. If if any cords are pulled loose, any rough spots or breaks they will eventualy eat up a new tube. Most of the time when a person trys to use an old tube for an inner liner, the edge of the old tube will wear a hole in the new tube. I have seen dozens of these type of farmer repairs fail in the 22 years I was in the business.
