Cementing in a tire boot .....

I'm trying to salvage an old set of 24" rear tires here without going to the poorhouse and visiting a tire shop for heat vulcanizing, etc. The tread is fine but there are some spots that need inner tire wall boots or patches. I'd like to glue or cement in some sort of "econo" boot patches to strengthen up some sidewalls where there have been some "right through" punctures and also some cracking from years of underinflation. Any suggestions as to patch material and the adhesive to use would be appreciated.
