John Deere 3010 starting issues

When I crank my 3010 it starts to rev up without hitting the accelerator and gets to about 2000rpms and I have to cut it off. After starting it a few times it works itself down to an idle. Does anyone know why it is doing this? I"m afraid if I don"t figure this out it will throw a rod through the motor.
 
Is this a diesel ? If so, pretty good chance it needs to go th the injection pump shop for a new governor weight ring.
 
Change the fuel filter first, thats the cheap fix if it works. If not, you have the new filter to feed your rebuilt pump.
