Found some kind of harness hardware... what is it ?

Appears to be a clevis that allows quick change of height or pitch of an implement. Just an inexpert guess.
 
I would say it is a clevis which attaches the harness to the implement being used since it has threads on one side. Never saw one with the "hooks" on it though. I will have to go with Jerry on his theory, that it changes the pitch or something similar.

I have an old made by a co. called Husse made in Maine
The ring on the double tree hooks to anyone of the 3 hooks to adjust for hight and bolt through the clevis and beam holds everything together.
 
I am like the other replies, it is A clevis for horse drawn plow. I have one on an old plow. We use to call them "buckhead" here in E Texas. About the difference in mine is mine has only two setting where yours has three. I plowed with them when I was young.
