Which plug is right (400 farmall)

Powersteering is driving me nuts. I took it all apart again (and again) and found the plug in the valve had broken loose fron the ring that held it in place within the valve. The darn thing was floating around in the valve depending on where the flow was going. I looked at the tower (post) and noticed that at the exact same place this port lines up, there is already a plug screwed into place. Why would both be needed? Couldn't I do away with the plug in the valve? Also, should the selector on the valve be set for double, or single action for power steering, or does it matter?

Sorry guys, I just realized I am not on the Farmall board. That's what I get for getting in a hurry. Oh well, maybe someone here will know.
