my fuel filter clogged today on my back hoe. I changed it and now i cant get it to prime. it has a manual fuel primer on the pump but it wont move any fuel. any thoughts? I have checked the lines and the fuel will move in them if i suck or blow on them.

Turn the engine so the cam lobe that drives it isn't pushing on it.

i have tried turning it over several times. the lever moves up and down and has resistance but no fuel at all. how would i know if the cam lobe is pushing on it?
