leaking rear wheel

Does anyone know of a way to neutralize chloride from leaking rear valve stems or tubes? I have a rear wheel that is leaking, so I am going to get rid of the chloride, but I don"t know what to do with the metal on the rim. Will sandblasting and priming take care of the problem?? Or is there something I could use to treat the area in order to prevent future rust?

What I do to fix the CACL problem on rims is remove the tire and tube wash real well it is just a form of salt so washing does the job then I clean the rim real good and spray on some of that bed coating like the Rhino liner they sell but I just use the cheaper stuff you can buy at an auto parts store
