wheel center removal

I have some 24 inch rims for manure spreaders that have wheel centers spot welded in place. How would I go about removing the centers with out damaging the outer rim?
 
I would drill out the welds with cobalt drill bits, or use a plasma torch and a round template to assure a nice round hole. Then I would heli arc in plugs to assure strngth. Or put a new center in and weld through the holes. I would not use these wheels on road rated vehicles, or on grain wagons with major loads. Jim
 
I"ve done a lot of wheels like that- drill out the original round weld, move a good center into place that covers that hole, and weld together.
