Allis WD starter armature

Ok, I should know this, but I'm having a "senior" moment. I bought a used starter for my WD as a back-up in questionable condition. I want to clean it up and re-brush it before I put it on. My question is, when I check the commutator bars against one another, they all show continuity (basically 0 ohms) between the bars. There is infinate resistance between the armature shaft and any commutator bars. I know the second reading is good, but are the bars all "shorted" together normally? I don't see how it could work this way ....?
 
YES, there should be continuity (very low resistance) between commutator segments BUT NO CONTINUITY from any segments to the steel shaft or else the windings are shorted. It works that way because the windings (terminate at segments)are low resistance copper wire.
