OT crankshaft oil leak 99 4Runner

I thought the main seal on the crankshaft of the 2.7 L 4 cylinder was leaking so replaced it. Now I see the oil is coming out around the seams of the plate that is around the crank shaft. The plate is about 7 or 9 inches tall and extends further on the left side of the engine, possibly enclosing the camshaft(?). The plate is only three-fourths of an inch or so in thickness and is fastened to the block with bolts with philips heads that are recessed and sit flush with the plate. The bolts do not seem loose and I could not get them any tighter. Any help on this is really appreciated. I am not sure what my next step is. Should I take that small plate off and is there a seal or o ring to be replaced? Is there a special tool for these bolts? Thanks in advance!
 
I just had a 97 Camry 4 cyl in the shop last week for an oil leak.Had pre-ordered cam and crank seals,but ended up being the oil pump cover gasket which is a formed o-ring seal.The oil pump cover was on the left side lower front of the engine and driven by the timing belt.Easy repair once timing belt and idler pulley was out of the way.
