HP-hrs/gallon = rated horsepower divided by fuel consumption in gallons per hour. The higher the number, the more efficient the engine.

If you have a 100 horsepower engine that burns 5 gallons per hour: 100/5 = 20 hp-hrs/gallon.

True specific fuel consumption is measured in lbs/HP-hr. That puts turbine, diesel and gasoline engines all on a level playing field, since different fuels have different heat content, depending on the density of the fuel.
 

Horsepower hours per gallon is a measure of an engine's fuel efficency at a given horsepower output. For any engine the number will vary depending on the throttle setting, horsepower output. It is calculated by operating the engine at a constant horsepower for a given period of time and measuring the fuel used. The horsepower setting is multiplied by the operating time in hours and divided by the fuel used in gallons, hence the term horsepower hours per gallon.

For example; consider a 100 horsepower tractor operated at 60 horsepower for two hours. The fuel consumed was 12 gallons. We have 60 x 2 divided by 12 = 10 horsepower hours per gallon @ 60 horsepower. Note, the fuel consumption was measured at 60 horsepower, therefore that number needs to be stated.

To determine the gallons of fuel used per hour we just divide the horsepower setting by the horsepower hours per gallon. In our example; we have 60 divided by 10 = 6 gallons per hour when operated at 60 horsepower constant output.

50 Hp for 1 hour, consumption of 3 gallons = 16.7 Hp-Hrs/Gal

100 Hp for 1 Hr, consumption of 4 gallons = 25 Hp-Hr/Gal

Therefore, the tractor operating at 100Hp is performing more work per gallon of fuel consumed. Note, this could be the same tractor simply operating at different throttle settings.
 
Hp-hr/gal is simply the amount of HP produced.... or work done in one hour by one gallon of fuel.
It's a statement of efficiency, generally given at rated engine speed or rated PTO hp.
As already stated... an engine that consumes 5 gph to make 100 hp would be said to have an efficiency of 20 hp-hr/gal.
