Fuel Filter on Cummins straight 6 cyl.

The fuel filter is a large cannister type with a toss away filter. QUESTION--One fuel line comes into the top and the other comes out or into the bottom---It looks like the line from the bottom goes to the injector pump---wouldn't the bottom of the filter be where the dirt and junk accumulate. I would tlhink it would be the top line that would go to the pump.
What am I missing here???????????????
 
I have a old Dodge Cummins and there is a electric sensor and wire coming out of the bottom of the filter that tells you if there is water in the bottom of the filter.
 
All depends on configuration of filter housing. The dirty fuel has to come into housing so it has to travel through from outside of element and out of the inside of element. Lot of filters are clean side on bottom.
 
if that filter isn't the problem, look for a clear plastic inline filter between the tank & the big fuel filter. It may be clogged with the gunk that grows in diesel fuel.
