Oliver starting problem

I have a Oliver 1600 gas that won't start without starting fluid. The choke butterfly closes all the way shut, and if I put my hand over the end of the carb when trying to start, it shows plenty of vacume. I was told that a poor seal on the intake manifold will cause this, so I tryed to take off the intake manifold without the exhaust, but the bolts that hold the two together were so rusted, I couldn't do it. So I took them both off and took them to a machine shop and he sanded the ports down on a head sander. Then I put on new gaskets. Still, it will only start with starting fluid. Any ideas?
 
are you getting enough gas? maybe bad rings?or valves stuck? how does it run after you get it fired up? will it start warm?
 
You need to make sure there's a good flow of gas from the tank to the carburetor. Squirt some gas into one of the sparkplug holes and see if the engine will fire fire on gasoline. Disconnect the gas line at the carb and hold a clean container to catch the gas. If there's just a little trickle of gas your tank is dirty.
There may be a screen behind the tube fitting where your gas line connects that's full of crud too. The carburetor may also need a good cleaning in carb cleaner and all the jets blown out with air. If it fires on gas it's an indication of gas not getting into the engine.

If the carb is getting gasoline then it needs to be cleaned. If you have up draft like you say then it isn't a seal, compression or gasket problem. It is a partially clogged carb.
 
If it starts on starting fluid then your problem is most likely fuel related.
I always like to check the spark first. It should be FAT AND BLUISH-WHITE, the color of lighning.
If you have that and haven"t messed with the timing then I"d say make sure that you have inadequate fuel supply to the carb. If you have an adequate upply of fuel to the carb, recheck the main and dle mixture adjustments and if they are good, rap the carb with a piece of 2x4. Sometimes the floats hang and won"t drop. If that doesn"t work, pull the carb and check it out. Could be sediment in the float bowl not allowing the floats to drop or clogging the fuel passages.
