My FIL bought one yesterday, and now it won't run right. This unit has a hydrostatic transmisson. Is there a way to let the transmission free wheel so it can be pushed around when it is not running?

Most of those type have a pull pin sort of thing in the back end. You simply pull it out and then lock it out which is set up there and you should be able to move it if it is working as it should. I have a mower with that but it is not working like it should and I have not been able to move it yet
