G john deere hydrolic system

i have a 1946 G john deere which has a hydrolic system on it i have never seen before. the pump is similar to the standard power trols. when i got the tractor it had been sitting a long time, water got into the pump froze and cracked the housing. i found a good housing, did the repair but cannot get the rockshaft to move. the upper part of the system has two valves with arrows on them, one on each side of the control housing. i assume they must be set a certain way for remote operation and another way for the rockshaft to move. the control lever comes straight out the back of the upper control assembley and looks like it may have had some kind of rod linkage connected to it but is missing. i have psi coming out the left outlet when the left valve arrow is pointing toward the back and the right valve arrow pointing to the front of the tractor. have tried various valve positions but cannot get the rockshaft to move. could it be frozen??
any help would be greatly appreciated as i cannot find any info on this unit. need the rockshaft to work so i can put a three point on it i just got with a parts tractor.

The rock shaft may be stuck in the up position. Have you taken a pipe wrench and a cheater pipe and manually pull it down? They have grease Zerk's on the rock shaft housing near the end by the square shaft which turns.That 50 year old grease might be hard as a rock and the shaft can not float down on it own.Every time I get any of mine out I always run the pto and cycle the rock shaft 2 or 3 times just to keep them limbered up.
