Does anybody know where I can get a shredder that would shred pieces of tires into a powder like substance.

Instead of a shredder I think you will need a tire grinder. Made into a powder is going to be really tough considering cords, etc.

The Thomas Register lists manufacturers and you might be able to learn from use of it who makes such grinders.

An end result called crumb rubber may be the best you will be able to obtain. It is used for school tracks, etc. after being mixed with other components.
