I just bought a 2002 dodge 1500 and when i got it home i realized the headlights are controlled backwards. When you turn the hi beams on the low beams come on and when you flash to the low beams the hi beams and fog lights come on. I bought it as is and didn't realize it. What could be the problem also there is a big delay between the two.
 
Ford and some others change to high beam by pushing the lever forward. A Dodge is pulled bacward(toward the seat)and switches between High and Low beam. Your Fog lights are probably driving lights that are wired to only be on when using the high beams. It is not unusual for a Dodge driver that has never driven a Ford to be unable to find the high beams.
