If such things bother you, you'd best get a modern electronically-controlled imported tractor that will shut down and require a $$$$$$ service call from the dealer if such a thing were EVER to occur!

(NOT trying to be an &#^^% here, but that is essentially the truth... what was acceptable 30 to 50 years ago would NEVER make it past the "Safety Police" today. And that is why I get ANGRY every time I try to drive such a machine and have to argue with the 'puter if I REALLY want to activate the PTO (for example))!
 
Like Bob says, it's normal for that PTO design. You have a multi disc wet PTO clutch running in thick 90 wt gear oil with no PTO brake.
Just the friction of all those discs running in that thick oil has enough friction to drive the PTO any time the engine is running.

Just need to use your head and never mess with the PTO shaft with the engine running.
