On the rubber tired Huber, in the close up of the rear axle, was that linkage set up an optional foot brake?

I do a lot of hiking, mostly in the Smokys, and had been wanting a better camera. My old point and shoot did good, but I was not capturing what I was seeing. So I requested a better camera for Christmas, took some lessons from a published photographer, and now I have no excuses but to practice, practice, practice. I learn new things each time I shoot, and am trying to get better.
The picture with the Huber break pedal, there was one on each side, along with a hand clutch. The gentleman in the picture with tractor was 4 years old when his Dad brought it home in 1938. He was very intresting to talk to. I appreciate people like him taking time to bring their entire setup and talking to people. He said that using the breaks, hand clutch, and trying to lift both manual cultivators at the end of the rows was a nightmare. It did sound good running.
